Seeking Attorney with Experience in dealing with the City

I'm looking for advise on where to reach an attorney who has experience with deal with the city of Milwaukee or City of West Allis - The city improperly placed a drain pipe in the street and clogged the catch basin, causing overflow and pressure to push my basement wall and cause severe flooding in my basement. I filed a claim against the city and they denied it, I want to appeal - I have quotes from foundation repair company, photos, and videos.
