Make sure you use a good quality caulk, especially if you end up caulking that joint, as the cheap stuff dries up and cracks within a couple years.

As for snaking the drain I would say that a hair plug would be on the tenant and that should be in the lease.

Timing all the programs like Calfa and others just drip dry in about 1-2 weeks each time they have $$.
