I get a phone call from my tenant stating that the wanted to know where I would like for them to put my appliances because the went out and bought all new one for the rental house I responded that I had no intention to store appliances for a year and had no idea that they were planning to buy appliances.

I would go for the cheap 5 gallon pails of contractor grade paint at your local big box home store because spraying is a bit wasteful and the quality of the paint doesn't make that big of difference for this application.

So first you have to prove it was done on purpose to defraud you, (good luck with that) and then even if you are successful with prosecution nobody is forced to pay anything or leave the rental unit.These laws are mostly aimed at people who write a check for goods at a store they know they can't back up.
