Most likely the state where the property is located is where lawsuits would be brought if they are something for personal injury like a trip and fall or something of that nature because the "cause of action" arose in that state.

Or, if Santa Barbara does not permit any STRs at all, they might just be betting they won't get caught (not a wise course of action, IMO).Definitely do the research, because if there's a way to do it legally, I'm sure you could make a killing from an apartment like that.  

After doing that, I wish I could say I had a clear-cut action plan.

California is getting awfully expensive and the laws seem to be becoming pretty anti-landlord at the moment...If I gave you any advice, it would be to not let your enthusiasm drop and keep moving in the direction of taking action. 

If you have a goal - Commit, and take action daily.

Discussing your offering with attorney must be a first step prior to taking any action including advertising your offering. 

Your call to action of ANY kind of marketing should NEVER be "Give me a call if you want to sell".
