While no properties actually flooded, the entire area was a disaster - roads destroyed, rescues, loss of power, and loss of safe drinking water than lasted for two weeks.  

None of them can do any work on the property.

Your VA loan may allow you to do that and buy more properties at the same time, but you want to learn from your house hack first instead of trying to manage from out of the country.
