We pointed out that we already offered more than they originally asked for, contract stated they were responsible for providing all utilities through settlement, and they understood they were responsible but weren't going to handle it, but they allowed me to have repairs done before closing and have the contractor paid from their funds from settlement.

If your buyer doesn't have a checkbook then they can get a money order or certified check from their  bank. 

I am a Licensed and Bonded General Contractor in the Sequim (SKWIM), WA area, located in the North Olympic Peninsula.  

The weird thing , is that i just did my inspection about 6 months ago.I cannot get a a hold of lessee, i left 5 day notice to quit on table, also sent one certified mail. 

What you could do is an option contract or contract for deed whereas you take over the property and then begin paying.

As a Real Estate Development, I have primarily focused on construction; managing construction budgets, dealing with contractors, and fighting the battles no one else wants to battle. 

They tell me it's 5k worth of repairs (I never tell them I am a contractor) I get there it's more like 20K.

The subcontractor my general contractor hired to do the foundation had 20 yards of concrete poured today (35 degrees all day and part of the concrete is surrounded by a 3inch pool of water - not acceptable at all).
