If they aren't going through potential properties themselves any agent will do. 

Also, if my sources are correct, does that mean assignments aren’t allowed to be practiced if you’re a realtor in PA.

Raising rent isn't going to make them leave as long as they aren't going to find a better deal up the street.

Has anyone else received a similar message from their local Section 8 Housing Authority?

I'm wondering if others could share their approach when starting out, particularly those that aren't (or weren't) outright pros (e.g. 4-15 doors), not necessarily working in real estate full-time and  seeking a modest passive income.

If you aren't grandfathered/registered as of July 2018, you have to go through a Conditional Use Permit process, which is unlikely at best, UNLESS you are in Sandbridge.

However, this seems a little more complicated and I would consider speaking to a real estate attorney if you aren't comfortable putting it together using a title and escrow service that can provide further services.
