One other idea, that might show the tenant you're as concerned as he/she is, is to put up a fairly cheap surveillance system to monitor and entrance where the packages might be dropped off during the day.

Lots of what ever's I have ....but my apartments each have a separate exterior entrance, so no building code..Only if vacant, I leave unlocked with lights on in several rooms I ask that they call me once they arrive and I can walk / talk them thru the unit..

That IO loan has to have specific terms attached to it, and the entrance/exit strategies used on the series of individual properties MUST be treated as a string of properties...and not as indipendant properties.

She's upset that the 2nd floor tenants apparently tossed the wreath she put on the door into the street, and tossed a rug she had in the hallway into the street (they share an entrance way).
