If I find it to be excessively abused this year I may look to install The Nest or something similar in order to control the heat from afar.

This tenant isn't doing anything illegal, but she constantly fights with other tenants, is always complaining and verbally abusive, and threatens to sue at the slightest rent increase. 

Does the tenant have a right to deny request to enter the property if sufficient notice is given?  

Even if the claim is valid they will generally deny the first time paying out and make you work for it as they know statistically some of their customers filing a claim will quit the process if they make it hard on them to be successful.The insurance industry  is for profit and they will try almost anything within the law to make a buck.

But, I realize it is only a matter of time before I have a tenant that starts to abuse this grace period or I end up in court for an eviction.

He was trying to get a loan for around $500k and was denied! 

So 2-3 months go by and were all set to close in 2 weeks or so and it turns out he gets denied by the board.

Too much risk of abuse by tenants.

It makes no sense, tells an investor really nothing and is easily abused.
