@Elisha Salgado No money down is extremely rare and it is very dangerous for beginners as well given your LTV is so high.

I have an inherited tenant that was arrested for two counts of delivery of a controlled substance.

not to say this cant be good for a rental.. but the area is one of the most dangerous parts of houston 

Otherwise it's very dangerous.  

If the landlord is responsible, there may be a way you can seek damages as that's putting you and your family in danger.

@Daniel Suarez  There's a very real danger of electrocution in that water, so be sure that the power to the house is shut off before you go diving in.  

This means around the 1st of the year there is a temporary boom of unqualified renters entering the market and to make matters worse the temperature normally drops tremendously which increases the danger of frozen pipes or high utility bills (choose one or the other) insurance agents tend to frown upon vacancies...
