I was faced with the same situation on my own personal residence, but instead of tearing it out and starting over with new concrete, I just decked over what was there. 

It's 3,600 sq ft (including basement) with a 2 car garage, 1,000 sq ft elevated deck, has all real tile, stone, and is bricked on all 4 sides.

Then come back in with brand new plumbing, cabinets, banities, light fixtures, paint, floor decking, flooring, drywall, and electical systems from the weather head in.

Some of the other projects i have tackled include: roofing repair, gutter replacement, deck building, window replacement, drywall refinishing, electrical work, hardwood flooring, wall and floor tile and cabinet refinishing. 

I am thinking about starting a side say (hobby) of power washing decks and other peoples homes around my area of (Capac, Brown city, Peck,) for weekend for, to help me achieve my goal of getting another rental within 8 months.

Other than that the siding and deck needs to be cleaned (surface dirt), maybe some fresh paint and it's ready for renters to occupy.

Did they claim a loose deck board or handrail?

Did the walk through and all was good except I walked out on the back deck for the first time (it was raining during the inspection, so I just let the inspector go out there.  

The condition of the house is pretty bad, ceilings are really low (i am 5'10), floor seems uneven,  entire house needs new flooring, new bathroom, kitchen, patio deck is warped.

And 10 metal blades , cut it up and put the sludge in buckets .
