We're considering relocating back to Redding, or possibly Bend Oregon from Orange County, CA.

That's pretty much guru stuff, besides, if you have leeway on a deal, negotiate your best deal and bend from there, just try to solve the seller's problem and when that is done, decide if you can go there. 

I'm a wholesaler out of South Bend and my experience has been great here for buy and holds.

The owner is willing to bend and I believe he also is willing to do owner financing.

If you think you are going to need some rule bending, then the relationship becomes more important. 

As you've found out.My view:  The park manager has NO reason to bend the rules and allow a lease / option.  

If I make my way out to the area, I will definitely bend your ear for some insight.
