Needs some touch ups here and there but not much.

They asked if they can stay a couple extra days after the 28th and I said no (I plan to touch up and rent ASAP).  

You could wait for it to season (in the right part of Akron) to pull the easy money or touch up the interior and pay $300 for a full appraisal if you think it can pull a higher value. 

Had to finally resurface the pool after the property was listed (pool paint was peeling, emptied the pool a couple of times for touch ups- still problem continued).

Also, can I charge a reasonable rate for my time to make some of these repairs since I did so myself (i.e. fixing the wall, touch up paint, cleaning the carpets, etc.)?

looking at buying Apartment Complexes , touch up , Rent , Refi and buy another .

I'm in a bit of a pickle deciding whether to ..1 - vacate the currently occupied unit and take the next 1-2 months to do some minor upgrades (new roof, new exterior paint, new appliances, touch ups to bathroom/kitchen) then try re-renting it in the new year under a new property manager with higher rental prices (new: $750, old: $700). or..2 - do renovations later after weather conditions improve and stick with the current tenants who the owner chose themselves.

I sell properties all over Philly and have been trying to figure out when it is appropriate for me to sell them as potential Section-8 homes or just a buy, touch up, and hold in my lower end neighborhoods.

If you can suck it up knowing that they are paying for your mortgage and know that you have to spend hundreds every summer on touch ups then you are good.. 

Like "touch up paint throughout, $180; fix hole in wall, $85," and charge the deposit the $85.
