Are there grants landlords can get for providing this type of housing?

We are looking to buy land in either Howard County or northeastern Montgomery Co, MD.  

Drugs are in this complex (unless the landlord cleaned it up) and many are section 8.

If you are interested in rentals take the time now, while learning how to invest, to access and study your state landlord tenant regulations.
