Some states require landlords to accept Section 8, while others do not.There's also a process with the landlord passing an inspection, signing the contract, etc.I recommend you contact your housing office and ask them what the process involves and how long it will take.

You may not be able to get a high LTV loan with hard money but the requirements to get financed will be less rigid. 

Even B class at $65,000 per door is expensive IMO

People are finally looking at ways to cut back on expenses and exorbitant housing cost is one of the first places that can significantly have an affect on one's budget.

I assume these areas have strict zoning, permitting, and design codes, along with requiring state licensed contractors to perform electrical, plumbing, and HVAC which would increase costs.

Each scenario requires different skill sets and partners.
