The only reason I brought it up was because it seems like it is a central part of Rich's strategy and estate planning philosophy.

I estimate the cost of heat and air and a new roof, two of the most costly items and amoritize these expenses of ten years, maybe longer if the property is newer, but never longer than 15 years.

The tenant might want a pet, or central air, or a setback thermostat, or a ceiling fan,  or some appliance.

If it's a shelf company (one that gets created and then does nothing, literally nothing, but get old so it has the air of legitimacy, instead if being brand new), then it won't have a credit history, good or bad.

I'm guessing this pool of tenants pays for lots of things with cash and it's just a matter of finding a centrally located, easily accessible and safe collection site.

Usually land that close to military base is wrought with restrictions because of live fire arms and ordinance ranges, air traffic, density regulations to handle basic utility infrastructure, etc...I love the thought process your after but sounds like it would be best left to a sophisticated investor who has experience both in development and government contracting.  

It could be a lack of proper air flow around the coils, the condensate not draining away properly or draining too slow, the refrigerant could be too low or leaking, the air filter could be clogged, a damaged or broken fan, etc.
