Skip trace the address, find the owner , reach out to them and see if there are motivated to sell.

It will give the owner motivation to get rid of this color!

If you are self motivated and you find yourself talking about Real Estate to Friends and others coming to you for advice it can lead to deals.

If the laws are such you can't evict then asking or offering up motivation (cash) is what it comes down too. 

Her husband passed away and left it to her and she doesn’t really want to deal with renting it out anymore, and is motivated to sell, but has not listed it on the MLS yet.  

Motivated sellers will nearly drag you through the process.

The less cash you need to achieve a purchase like that the better. 

That's not crazy or impossible - there are many stories of people who have achieved that.One thing that helps a lot of folks get over their early fears is networking with others who started in a similar position and achieved success.
