I'm thinking it has to do with ethics,  the "cringe" factor and the amount of destruction that has been caused to others.

If she needs a certain amount of capital to pay for her treatment from the state, then that is another matter.

Unless I'm missing something, the Joe Kaiser case says nothing about illegality in using tax foreclosure lists to identify pre-foreclosure properties and contacting the owners in an effort to *ethically* aid their situation.
