The way I see it, she still has occupancy, and I too would charge her too for the pro-rated rent until she performs the above.I know you want to get the unit up for rent, so do everything possible to get those keys and her belongings out of the property.

Future lesson: unless you're 100% certain the unit will be vacant, don't rent it out before then OR be sure there's no recourse for your future tenants if you have to cancel the lease because you can't perform.
