I would suggest finding a way to simplify your proposed offering.  

The proposed new law requires a second reading before becoming law. 

Then William Mulholland, head of the LA water district, proposed building the Los Angeles Aqueduct.

Our governor (Ducey) has recently proposed a $1.6B semi-solution (It's not enough water) to this, by helping our neighbors to the south build desalination facilities and then use part of their share of the Colorado.

Others may appear not affect title any longer but need to be examined to ensure they were properly executed and recorded.The title insurer or its agent then issues a title commitment that lets the proposed insured, be it the lender or the purchaser know what matters need to disposed of before a title policy is issued and what matters will appear as an exception in the policy. 

They should be able to show you exactly what is wrong and how they propose to fix it.
