In now way shape or form are you being realistic, responsible, or actionable. 

So if HOA has lawn maintenance requirements, it should be in lease that tenant is responsible, because even if you pay for the re-seed, who is going to water it?

@Josh Dillingham I don't have as much experience with lease options, so I'll focus my response on the 1031 aspect.So, yes, as you obviously know, a 1031 is dependent on the property being a long-term investment.

I recognize that light vs heavy renovation impacts this and we tend to find projects that require more intense rehab than just cleaning and painting.THANKS!!

@Rob K. response seems very good, but I want to add that one of the two proposed prop 13 amendment initiatives (prop 19) eliminates the Prop 13 tax bases transferring to children and grandchildren if the unit is not the primary residence (I.e. rentals and vacation/second homes).  

That changes once you are here with responsibility.
