If I'm misunderstanding the situation, please correct my assumptions.

We use Buildium; it's not the cheapest thing out there and the customer service department all think they're "rock stars" but the software has features that make the entire management process easier: including move-in/move out inspections, e-leases, on-line e pay, maintenance tracking, and back end accounting.

You can easily (I guess that is an assumption on my part without knowing where you live) find someone here on BP who you can pick their brain for the cost of a cup of coffee and figure out best steps as you get started.I have owned about two dozen homes in the area this house is listed and I can tell you that the challenges are real and they are steep to making a passive investment work in this area.  

At the end of 10 months he had spent $100,000.00 and didn’t get a single customer/sale.

I apologize for the assumption that I had made, if I'm being perfectly honest I was frustrated with the way he addressed me and I didn't mean to put the two of you in the same boat. 

He already did all the hard stuff: demo, new roof, new electric and plumbing, new custom windows, drywall.

Also they will generally  not be a cash paying tenant and their customer base is not always cash either these days. 

Social media can be really helpful for your business if you view it the right way.To answer your question, you could probably find someone on Upwork but keep in mind that you'll need to make sure they understand your market, business, and customers.
