I'm looking for anyone active in the western pa area preferably near Armstrong county ( about 30 minutes north of Pittsburgh)  which is where I call home but any help on starting would be great.

I was just trying to get an idea of the contractor labor rate in your area vs here in Western WA.

I live in Western North Carolina (30 mins south of Asheville).

Even if you want building lots on the west coast.. to take them from farm land to shovel ready is a 2 year to 3 year process.. so our buildable lots today are one's we started on in 2013 to 2014.. were money was still very tight. so at least for my little part of the world I agree with you...

I have couple of years to do so.But as i said above, i would be happy to know about the real estate's in western countries. how to know about good rental properties and good resale value properties?

Out here in on the West Coast, most rehabbers don't even run their own crews, they hire GC's to do all the work, and if they are new or have come to trust a GC they could have problems.
