@Jonathan Duhon I don't know that there is "a champion of networking", and I feel like anyone who would boast this title is blowing smoke for self promotion. 

As the rehab is coming to a close I realized the problem still exists and the reason is that the smell is seeping through the walls/gaps from the adjacent property where the neighbors are clearly smoking (heavily).

Check under sinks for any water leaks, change filters, check smoke detector batteries, check for bug problems/pest controk, and perform any preventative maintenance

That was after a large 23 unit apt complex in the town burned down due to careless smoking so they decided to inspect & hit all the multi's.

We have Smoke/CO & sump pump monitoring. 

My rental unit is non smoking, and upon lease termination the whole apartment smells like smoke, as well as dried up nicotine spots all over the walls.
