I'd follow up any conversation with an email or written letter summarizing the interaction, some written proof of the dispute and attempts to resolve it in case they do file a lien.

I think what Thomas is saying is that resolving it as soon as possible makes the most sense so that if your sister wants the money at whatever point, and you are not in a position to pay it (knee deep in the rehab, or whatever), then it could cause an issue.

I can then include that inspection report in my Scope of Work that I provide to my contractor so they can include those repairs in their proposal.When I go to sell the property, we should have all (or most) of the code issues resolved, which prevents my contractor from hitting me with a change order to fix the inspection repairs.
