I feel like its fairly simple--spray the ceiling w/ some water and scrape down the texture. then skim where you need to and paint it flatI ask bc I've gotten 4 quotes:-$500 to scrape and skim if needed-$400 to scrape and up to $300 to finish/skim-$1750 to scrape and skim 2 coates-$1375 to scrape and skim Such a huge gap. is there enough to mess up here that i'd need to pay over $700 for 865' of ceiling to scrape and skim?

Handles and pulls came from the restore and were about $1/ea~Bought all our paint from the restore... it was quite a bit cheaper but didn't cover well so we did a lot of coats.

I understand as a landlord owning (1) 3bd/1bath/1500 sq ft unit and not using a property management company, I am exempt from many requirements, such as allowing service animals in some cases.Does this also apply to the (2) per bedroom occupancy standards?

Dead people don't care.Properties don't automatically go into probate, either.Someone has to has some level of standing to file the petition and pay the filing fees.There may be no heirs that are easily recognized, bug there is no such animal as "no heirs."
