I would not be so hasty to denigrate, demean, and discredit your tenant, and call her a "troublemaker" when she is just a concerned tenant, and rightfully so as health is of utmost importance over desire to make money w/o telling the full truth.

I can think of several cities that are more cash flow oriented, where there are diverse, stable industries (leading employers in Health care, financial services, food industry, colleges) providing a stronger economic underpinning that may hold up better in a down turn and do not have a history of getting frothy.

I would not be surprised to hear of the tenant filing a lawsuit due to health issues stemming from this.In the future, you will have to complete the lead disclosure differently, since you now have test results showing lead paint is present; that must be disclosed and test results provided to prospective tenants.
