I was actually going to offer each tenant their current rent for a full year if they sign a new lease with my property management company effective the date I assume ownership.I figured that would be a good incentive to avoid anyone moving out due to worries about the change in ownership.

This is due to so many people getting into the business here that don't know what they are doing and can't handle the hassles of dealing with the city.Perhaps the biggest factor is Baltimore has stableinzed somewhat and isn't loosing population as fast as it was.It may have truned the corner and gaining population slightly.
