Also you can search for the tax parcel number on your country web site to see if you can find the owner's new address.

I would recommend a couple of other books, very cheap on Amazon and other web sites.That $50,000 would buy you a rental in many US markets.

If you are looking for the least expensive and something where you don't need to physically go into a bank, you may want to try Capital One as they do have physical locations (in some states), but they are primarily online web based.

The source of the water is external and can be remedied with a sump pumb/perimeter drainage inside as well as a dry well outside.
