So I'm getting a ruling on this to be safe and I recommend you call on this as well but I called the gov. and the guy said it can be 5% either way.. so even if it's 95% new you don't really need to worry.

I know a good cash flowing property is hard to pass up.... but the market seems on the cusp of some volatility and it's keeping my sidelined, for now.The market seems to have been driven by free money and foreign dollars looking for a safe hiding place... cough cough China.
