If the federal government steps in to help solve the problem they inadvertently created with best intentions for the home owners, by allowing them to not make payments for 6 months (A forbearance) which is another way of saying default.

If they're a problem tenant then by all means discipline them within the full legal force needed to solve the problem but this is not most people.

All of those things mean that you have to bring more cash to the deal to close it.If you set your offer price by solving for an acceptable investment return (which is what you should be doing it), bringing more cash to the deal, even with all else being equal, means that returns go down.
