@Victor Olaniyi I would go to as many local meetups as possible so you can meet agents that are actively seeking business in the areas you want to purchase in.

Attend meetups and meet as many people in RE as you can.

Since I am not local I am hoping some of the experienced investors can tell me which neighborhoods make for great rentals. 

There are a lot of programs for “first time home buyers” out there right now, which pretty much means all you need to qualify is meet the IRS definition which is essentially cannot have owned and occupied your primary residence for the past three years.
