Yes, that strategy will work but is very slow.  

I plan on reaching out to him, but wanted to ask if there was a better strategy than others to use when reaching out.

I assume that 99% of the time there are senior lien holders like 1st or 2nd mortgages ahead of the HOA, but I also wonder if any investors use this as a strategy....buying a cheap lien to then take out the seniors if there is equity in the property?

Try and think of other friends or family that are interested ininvesting strategies and ask them if they'd be willing to help you with down payments on these houses or duplexes.  

Im a wholesaler and ive been wanting to use different strategies for a while like seller financing, i dont want there to be only one option to homeowners who dont want to sell their house far below market value seen as thats the only offers i make.

This is a strategy that people use when a couple plans to acquire a lot of properties to maximize the number of conventional loans they are eligible for.

Wholesaling is a great strategy when done right.

At the moment these are the only strategies I know of that  can potentially allow me to generate quick funds so that I can get into other kinds of deals.I'm hoping other experienced investors can share experiences and insights to these concepts and guide me in the right direction.

House hacking and a live in flip seem to be very good strategies.
