This would be just the lots I plan on renting out - I know the site needs electric, water and city sewage (don't want to do septic), but how do I go about getting approvals for this if I'm in Texas where there's no real zoning (but obviously MHP are hidden away so something is stopping them)What obstacles will I face turning an empty lot of land in the outskirts into something capable of hosting 24-30 lots?

If you are open to running a short term rental or willing to co-host with someone who does, then you might be able to cashflow relatively well with this strategy.

Host open houses for listing agents, use your MLS access to walk any properties that seem like fixer-uppers to get better at scopes of work, work with investor-friendly realtors and go show their buyer's homes when they don't have the capacity, take video walkthroughs for out of town buyer clients.
