I don't want to make this a pitch for our business - there are almost certainly owner's reps and other construction pros in your market who can do all these things for you; I do feel confident they won't have the data that a platform like BuildZoom has, but it really comes down to your comfort level. 

@Ray A Delfi if the exterior walls are load bearing masonry, which it looks and sounds like they are, you could pour a new concrete footing with either a concrete or wood stem wall to the bottom of your joists.
