and just to be clear, the boundaries of a federal superfund site are determined by how far the contamination has migrated and is not necessarily limited to the source of the contamination. there can be groundwater plumes that can extend for several miles so that all of the properties sitting above the zone of contamination would be considered to be located within the superfund site but that are not responsible for the contamination but simply impacted. very different calculus than if the parcel you are considering is a source of the contamination  

How should I word the letter to them that I will not be extending their lease and how far in advance do I need to deliver it?

According to CPC 396, it can be extended up to 6 months.

We have family in both places and could spend extended periods of time there. 

You have to decide if at least having some cash in you hand is better than nothing, but risk a delay if you have to evict.... your choiceIf they have been great tenants for an extended period and this is the first issue, they get some leeway, but not muchWHY the rent is late is of no concern to you.... they ALL will have some excuse....don't waste your time thinking about the excuse or investigating if its true or not..... not your problem

You legally don't need to have any reason to extend a contract.

I know a handful of cops/prison guards who do it as well, unless you're working a ton of overtime I don't see being a cop to extend any additional challenges to RE than any other job.
