in Georgia if you are rewiring a house or turning the power on after it has been off for more than 6 months you must have wired in smoke detectors. 

Current rehab requires replacement of knob and tube wiring, adding multiple outlets and circuits, running power to garage; replacing galvanized piping, relocating plumbing, adding a half bath, removing old stack and replacing with PVC in a new location, installing new boiler.

If you want to remove the piece from the cement, make sure the inside of the post is fairly clean and not filled w/ rust and dirt, then with a chisel, (or power chipping hammer) "GENTLY" fold the old post into the hole in the middle, it should loosen up and be able to be pulled out.
