Find a structural engineer and a good foundation company...unfortunately, there's not enough information for anyone here to be able to tell you what to expect...

You could play it up and further demonstrate your level of seriousness by saying something like: "This offer is based on our assumption that the property contains a mix of 1 and 2 bedroom units totaling 16 rentable units, along with our initial research of publicly available information."

I really would like to understand how to invest in Real Estate and become successful at it so I can be an example of success and also continue this tradition of charity by informing the uninformed.

If they don't have a lease,  can I legally correspond with them before closing and inform them of the rate increase?
