Once you have a 'house' with a shell, meaning foundation, roof, exterior, insulation, etc., then you have an asset in place and you can now borrow against that to complete.

Water, sewage etc under and around the foundation would have created major issues and at least this is a clear cut insurance claim while sewer issues can be dicey.
