If your home hasn't appreciated enough, that won't be an option. 

The only upfront cost should be an appraisal, anyone trying to tell you different will most likely be a scam.

If the property can be acquired at a price point where an investor can rehab the distressed property and have room for a profit, there may be an opportunity.

There should be an appeal process.
