Personally, I interviewed with 6 brokerages (7 if you count the one that flaked on me) before I sat down and chose Keller Williams.

May be time to interview other PMC's and find one more cooperative.

Hello,I am in the process of interviewing selling agents to sell my property and they have been asking me for the address as well as asking me to show the property.

They interview the applicant face-to-face.

Each PM does things slightly differently, so best to ask the ones you are interviewing.

But if you are out of town and don't plan on interviewing tradespeople, coming in town occasionally, pricing materials, etc, you should let your PM run the rehab.

I am obviously sick over this because we have news interviews coming up and a ribbon cutting scheduled with the mayor and all these amazing things happening and the zoning dept. is basically telling us it all can't happen.Anyone have any suggestions?  

I would interview all of them and confirm that it is a good fit for you when you get to the point of working with a licensed realtor.
