When the big ticket items where last updated/replaced: hvac, roof, etc. 

I would keep capex at 10% as those are long term savings for big ticket items but since you just rehabbed you can keep repairs at 3%.Looks like it should do pretty well for you once you change the capex.

Concerning their citizenship: a loud noise ticket is a city charge and in 99.9% of cases the individual is not taken to jail.

If someone could predict the future why bother with real estate when they could just buy a loto ticket

The problem is fees like this erode the longer term value for  unsophisticated investors, their capital is not enough to attract top flight advisors and the advice from whom they can afford, is sketchy at best.

Engage them with a contest like a chance to win movie tickets, or a gift card to a local eatery.

Focus on your big ticket expenses if you become the owner - roof, HVAC, updated electric/plumbing, foundation.
