What you describe is esentially a lead funnel and you loose numbers on every step towards the end, so that's quite normal.

I have one last question, as far the capital gains portion many posts I have seen said the capital gains worked as you described and then others refered to the following section on IRS Publication 523, page 11 where it talks about a bedroom rental and office space being ok and argued that capital gains wouldn't apply.
