Or maybe the owner realized it would be too expensive to remove after he pulled a permit.Whether you renovate the property in any way or not, if you purchase this property it will be your responsibility to finalize any work related to that open permit.I suggest you contact the construction permit office for the county this property is in, they can give you all the information you need and you can also try to contact the previous (or current) owner??

We use a combination of stick and carrot.For tenants that work to conserve, we do give them an annual rebate for being below average.For tenants that spend like they aren't paying for it, we notify them that their rent will increase in two months unless they begin to conserve,  Tie their rent to the estimated usage so that they start to feel like they are paying for it.We provide conservation ideas at move in, at maintenance inspections, and with notifications about reward or consequences.
