Some years expenses will be low and others will be high .

You didn't mention the time frame but if that opportunity was a few years ago they had upward pricing pressure (hence $200k high sales price) and lower interest rates bringing in more offers.

Apparently I can file the court papers online now but I have to select a commercial efile service.

My recommendation is to ask for a meeting with the local Housing Authority and ask them to help you understand how they operate.
