This seems very expensive to me, particularly given how frequently it can snow here in Wisconsin.The property I'm purchasing is a 4 unit on a small lot with about 5 paved spaces off an alley for parking, two walkways on entrances and a short stretch of sidewalk. 

If tenants are parked there, the plow won't be able to clear much, so I'm questioning if it is better to just limit the services to shoveling/salting the sidewalk, walkways and stoop. 

Did you salt and shovel your sidewalk down, always? 

Most of my situations have been under 10k with 10k being due to digging up sidewalk or something else like that.

The last one I did was for a client who wanted to post an image on the sidewalk and on their zillow posting so they could sell the home before the reno was finished.

Most cities I've lived in want sidewalks cleared by 9am.Contact your city and ask them what the rules are.

AND they were paying for their snow removal company to salt and shovel the sidewalks to the tune of $10k a year. 

Assuming your CPA says it makes sense to do the cost segregation, the big ticket items will be asphalt, sidewalks, flooring, landscaping, site work for drainage and compaction of the area under driveways, appliances, wall coverings like drapes, fences, etc. 

Well the house was the absolute ( or one of them Hoarder houses) I had ever encountered.. you could smell it from the side walk.. we ended up with 3 underlying lots of record so we just put up 3 new constructions that sold in the mid 600 range.. 

Tons of updates including, a resurfaced driveway, new septic tank and drywell cover, new garage floor, sidewalk renovations, new counters, sink, fixtures, vanities, appliances, all brand new flooring and interior paint, new propane system and hot water tanks.
