I know the Measure T restrictions and potential for future bans in the county rule out the possibility of airbnb, but has anyone here had success with ski-leasing or 31+day leases in Tahoe?

There are communities with low/no HOA, but you may run the risk of the HOA or local municipality banning or shutting down your STR.

Asheville has a near-ban on all Short Term Rentals, so don't even look in the city limits because it's almost impossible to get a permit.

Just making sure you know VB has banned STRs except for a very small geography. 

I have just learned more than I ever wanted to know about main line sewer clogs, and most of the advice was to ban all use of supposedly "flushable" wipes, feminine hygeine products, paper towels, etc.

You can ban pets or even charge a pet fee, pet deposit and/or pet rent for pets, but you can not do so for service animals.
