Unfortunately, the boundaries aren't well defined between the nice part of a neighborhood and the still struggling part of the same neighborhood so you really need to have first hand experience on the ground if you're moving in or investing from out of town.

It is okay if you don't want the Seller to know what you are trying to sell for and in that case I would recommend in your advertisements to omit asking price for the moment and just have them contact you via phone or email for more information.

The rent in that is area is a good price via Zillow but I'm not sure what's the price of rent in that state or area.
