Perhaps you can target where you're likely to find a seller who has one of the "problems" listed above. 

The landlord property code you are referencing seems to be more targeted to the ability to lock the door from the inside without the ability to unlock from outside.

You need a large economic delta between your home market and your target market for the whole thing to make sense and to create a benefit that is larger than the OOS burden.Milwaukee is a great market, but the question for you is not which market is the best.

There are lists you can build and plenty of off-market seller leads sources, also driving for dollars apps like Deal Machine.You have to know what you are targeting and why to find motivated seller leads and you have to spend to get them unless you want to start just mailing your own letters and in that case, you still need to drive or buy a list and skip trace it.

It’s free and you can target buildings with higher investor ratios in the areas you want, etc.
