I sure you don't don't see it in places where it freezes, but since it's totally temperate here, water supply and sewer lines are often installed on the outside.

The "choice" you have is to relocate to a different area that isn't governed by HOA's, unfortunately it appears that in your area, the supply of such places are few.

The primary difference this time around was the complete lack of lending standards that led to the inability of banks to decipher (or caring to decipher) between high quailty mortgage loans and junk loans.If yields start to go up and hedge funds/investors begin selling homes in order to chase the yields on corporate/govt bonds, then prices would fall based on supply and demand theory.
